PREAMBLE:

The scepter by which King Jesus rules His Church is the Bible. In order to administrate and promote the work of the church in the Spirit of Christ and thus advance His Kingdom, do here-by adopt these by-laws & constitution.


DEFINITIONS:

The following member congregations of Sutlej Reformed Church of Pakistan shall be organized into Sessions, and all the representatives from all the sessions collectively form the Council.

In these bylaws, the following terms have the following meanings;

*SESSION: means the highest governing body of a member composed of the Senior Minister, the associate ministers and a minimum of two (2) Serving Elders.

*REPRESENTATIVES: means those persons, appointed by member congregation to represent it at the general meeting of the Church Council.

* CHURCH COUNCIL: means the highest assembly of Sutlej Reformed Church of Pakistan, attended by all the representatives of the members of Sutlej Reformed Church.

*PASTOR: means a professional minister employed by the Church to provide Spiritual leadership for Church members.

*ELDER: means a member approved for the position as such by the votes of congregational members to join pastor for performing sacraments.

*DEACON: means a member approved for the position as by the votes of congregational members for encouraging members for Stewardship, to be Ushers etc. 


NAME:

The name of this religious organization shall be known as “Sutlej Reformed Church of Pakistan”. It is established upon the teaching of our Lord Jesus Christ as found in the New Testament, and subscribe wholly to the Church, the body of Christ, and the complete Word of God in Doctrine and practice. 


OBJECTIVES:

The purpose of this church is to make the invisible kingdom visible through faithful Christian living and witness bearing.

Our desire is to build up a Godly generation that will:

Remain faithful to the inerrant Scriptures

Know, proclaim and guard the one true Gospel

Use the sacraments Biblically

Govern the church with Biblical integrity under the headship of Christ

Protect the heritage, and entrust it to the next generation of believers.


HEAD OFFICE LOCATION:

The office of Sutlej Reformed Church of Pakistan is located in Block 7, Islami Colony Airport road Bahawalpur Pakistan.


STATEMENT OF FAITH:

Section 1 – We affirm the Holy Bible as the inspired, infallible, and inerrant Word of God and as the basis for our beliefs. We are banded together as baptized disciples of our Lord Jesus Christ and are mutually surrendered to being obedient to His commands. The ordinances of His church are Baptism and the Lord’s Supper.

Section 2 – Articles of Faith: We believe the Westminster Confession of Faith, and the Larger and Shorter Catechism correctly explains the truths and doctrines contained in God’s Holy Word, the Scriptures. We believe the historic creeds, The Apostles Creed and the Nicene Creed are accurate summaries of the most important doctrines contained in the Scriptures. 


POLITY:

Section 1 – We believe that the Biblical form of church government is Presbyterian, which means rule by Elders. The Greek word for Elder is "Presbyter" which explains the name. In the nation of Israel (Numbers 11:16, 17, 25) as well as in the New Testament Church (Acts 14:23; 15:2, 6) elders were chosen to shepherd and oversee the spiritual welfare of God’s flock. (Acts 20:17, 28) Qualifications for the office of Elder and for the office of Deacon are specifically given in the New Testament to guide the selection of these church leaders. (I Timothy 3; Titus 1) God has preserved and protected His truth through the history of the church by means of the combined wisdom of qualified elders, meeting together in Sessions and Councils.

Section 2 – This Church is subject to the control of no other ecclesiastical body. Insofar as it is practical and obedient to the Scriptures, this Church will cooperate with and support other churches and ministries of like faith and order.


ORDINANCES OF THE CHURCH

Scripture teaches that there are two ordinances that the church is to observe till Jesus’ return:

1. Baptisms to the infants & adults.

2. Lord’s Supper


CHURCH MEMBERSHIP:

The membership in this church shall be open to all persons who confess Jesus Christ as their Lord and Savior and who have been baptized.


MARRIAGE:

Section 1– Defining Marriage:
In keeping with our constitution and our confession, we believe Scriptures define marriage as a covenantal union between one man and one woman. This means that marriage is the only legitimate and acceptable sexual relationship. We deny that the state has the authority to impose a definition of marriage that is in direct violation to the teaching of Scripture including, but not limited to, so-called same- sex marriage, polygamy, polyamory, incest, bestiality, or cohabitation.

Section 2– Weddings:
We reserve the right to host and perform wedding ceremonies only for those who are members of our church and/or willing to submit to the policies of the church as they relate to marriage.


Meeting of the Council:

  • The Council normally meets twice each year.
  • All meetings shall be open, except when the council decides to meet in executive session.
  • Travel, housing and meal expenses shall be borne by the sending member congregations.


Delegates:

  • Each member congregation shall appoint no more than 3 delegates to each meeting of the Council.
  • Each delegate of the member congregation shall be entitled to vote on items before the Council. 


Officers of the Church Council;

Moderator;

The Moderator is the Chairman of the Church Council and responsible for calling and presiding over the regular meeting of the Council. 

Function:

  • A Moderator assures that the Church Council fulfills its responsibilities for the governance of the Church;
  • Be a partner to the Pastors, helping him/her to achieve the missions of the Church;
  • Optimize the relationship between Church Council Staff and Congregations.

Responsibilities:

The Moderator shall:

  • Chair meetings of the Council, see that it functions effectively, interacts with management optimally, and fulfills all of its duties.
  • Develop agendas.
  • Assist the Pastors in recruiting council members? and other talent for whatever volunteer assignments are needed. 
  • Annually focus the Church and Council’s attention on matters of Church governance that relates to its own structure, role and relationship to                        management.
  • Serve as a spokesperson for the Church.
  • Convene regularly scheduled Council meetings.
  • Have general active management of the business of the corporation. 
  • Sign and deliver in the name of corporation deeds, mortgages, bonds, contracts or other instruments pertaining to the business of the corporation. 
  • Maintain records of and, when necessary, certify proceedings of the Church Council and the members.


Vice-Moderator:

The Vice-Moderator shall serve as Moderator in the event the Moderator is unable to perform his/her duties and shall preside over the Church Council or Council meeting in the absence of the Moderator and shall perform any additional duties as prescribed by the Moderator.

Secretary:

The Secretary shall keep accurate minutes of all meetings of the Church Council and member congregations. The Secretary shall be custodian of the Church seal and shall issue the call for all special and regular meetings of the Council.  The Secretary shall be responsible for keeping records of Council actions, including overseeing sending out meeting announcements, distributing copies of minutes and the agenda to each Council member and assuring that corporate records are maintained.

Treasurer:

The Treasurer shall keep? the books of account of the Church. The Treasurer shall make written reports to the Council monthly and to the congregations annually.  The Treasurer shall assist in the preparation of the budget, help develop fundraising plans and make financial information available to Council members and the public.

Member:

The duties of members of the Council are;

  • Approve the church philosophy and review the Pastoral team and their performance in achieving it.
  • Annually assess the environment and approve the Church’s strategy in relation to it.
  • Review and approve the Church’s five year financial goals.
  • Annually review and approve the Church budget.


Term of Offices or Positions:

The Vice-Chairman shall serve a one-year term and shall normally succeed the chairman after the opening of the next annual meeting and the election of officers.

The Secretary and Treasurer shall serve for one year terms, and shall be eligible for re-election.


Election:

Voting for officers of the Church Council shall be by secret ballot. Two-third of the votes of active communicant members entitled to vote, present at the time of election, shall be required to elect.

Finances:

Offerings:

The work and mission of the Church shall be supported by the voluntary contributions of its members and friends. Giving is proportional to income as set forth in Scripture (1 Corinthians 16:2). Annual reports of contributions from each contributor shall be provided to them by the Church Treasurer. There shall be a general or special collection without approval of the Sessions.

Budget and Audit:

The Official Board of Sutlej Reformed Church of Pakistan shall arrange for an annual financial audit.

Committees:

Property: It shall be responsible, in cooperation with the Official Board, for keeping all property and equipment of the Church in proper condition, and shall superintend the work of the custodian and care for the grounds. 

Worship: It shall be responsible for the public worship of the Church, the administration of Baptism and the Lord’s Supper and special services. It shall be responsible for the music. 

Education: It shall be the purpose of this committee to develop an effective program of religious education for the Church. It shall be responsible for planning and administering the total educational program of the Church, including Bible School, youth activities, leadership education, distribution of Christian literature, planning Vacation Bible School, and fostering Christian home life. 

Shepherding: It shall be responsible for the pastoral oversight of the membership, promoting visitation, calling on the indifferent, sick, and unfortunate, and organizing others to do likewise, and assisting the Clerk in keeping accurate records. It shall be responsible for orienting new members into the life and fellowship of the Church. 

Stewardship: It shall be the purpose of this committee to develop within the membership an understanding of the full meaning of Christian stewardship and so direct the financial program of the Church that it will supply the financial needs and prove a means of spiritual enrichment. 

Missions: It shall be responsible for promoting a definite program of missionary education. It shall be responsible for missionary recommendations and in preparing the mission report.

Committee Membership: 

The membership of each functional committee shall be selected in the following manner: 


A. Chairman Qualifications: 

1. A prospective Chairman may volunteer for the office, and serve after the approval of the Official Board. 

2. A prospective Chairman may be selected after Board approval, when recommended by a member in good standing with the Church Board. 

3. A prospective Chairman may be selected after Board approval, when recommended by an eligible voting member in good standing from within the Church Congregation.

B. Committee Members:

1. Committee members shall be solicited by the Committee Chairman from among the qualified members of the Congregation or regular attendees. 

2. Each functional committee shall organize itself to conduct the business for which it is responsible, meet regularly to attend to its business, plan its general program and report its action to the Official Board.



AMENDMENT:

These Bylaws may be amended or suspended by the Council by two-third of the voting delegates.
